On July 8, 2026, iCIMS published its July Workforce Report, drawn from more than three million users of its hiring platform. Job openings ran 19 percent above the same point a year earlier. Hiring stayed flat for a third straight month. Application volume sat 5 percent below its June 2025 baseline, a level it has not recovered since peaking in January. More roles posted. Fewer people applying to them.
What job seekers believe instead
The people doing the searching describe the opposite market. Fifty-four percent expect it to be difficult to find work in the next six months, and 41 percent name standing out in a competitive market as a significant challenge. Those figures come from a Harris Poll of 1,000 U.S. job seekers, conducted for Express Employment Professionals from May 19 to June 8, 2026 and released July 22. Job search competition is the reason people give for stepping back, at the moment the pool is thinning.
One limit worth stating plainly: iCIMS reads its own platform, not the whole labor market, and flat hiring means those openings still close slowly.
The constraint was never opportunity
People did not stop applying because the roles vanished. They stopped because each application costs too much. A United Way survey of 1,000 U.S. job seekers in early March 2026 puts the price at 62.6 applications and roughly 44 minutes each, 46.2 hours of typing before an offer arrives. Stepping back is a rational answer to that arithmetic. It is also why the pool is thinner.
Coverage that does not run on stamina
